Public interest and management’s responsibility in outsourcing labor

This article deals with the state’s subsidiary responsibility as policyholder services in cases of breach of labor obligations by providers in outsourcing. It discusses the concept of public interest in the various state paradigms to show that today one can not rule out the Administration’s responsibility solely on the basis of art. 71 of the Bidding Law, but equally, we can not impute such liability simply by reason of breach of labor obligations by service providers.
