Abstract

The inclusion of people with disabilities is a topic of great legal and social relevance in the Brazilian context, especially given the need to realize the fundamental rights guaranteed by the 1988 Federal Constitution, the International Convention on the Rights of Persons with Disabilities, and the Brazilian Inclusion Law. This study analyzes the effectiveness of public policies aimed at the social inclusion of people with disabilities in Brazil, investigating whether the existing normative and administrative instruments have been sufficient to guarantee the realization of the fundamental rights of this group. The general objective is to examine the normative advances, structural challenges, and mechanisms aimed at promoting social inclusion, accessibility, and equal opportunities. The research is bibliographic and documentary in nature, using a qualitative approach, based on the analysis of the Federal Constitution, infra-constitutional legislation, specialized doctrine, and scientific articles related to the topic. The results demonstrate that, despite the legislative advances observed in recent decades, obstacles related to accessibility, educational inclusion, insertion into the labor market, oversight of public policies, and overcoming social and cultural barriers still persist. It is concluded that the effectiveness of inclusive public policies depends on coordinated action between the State, the private sector, and civil society, as well as on strengthening oversight mechanisms, expanding public investments, and promoting cultural changes capable of ensuring the full participation of people with disabilities in social life.
