This monograph addresses the growing issue of drug consumption and trafficking in Brazil, highlighting the Drug Legislation of 2006, with a focus on articles 28 and 33, related to individual consumption and drug trafficking. The aim of this work is to analyze the social impacts caused by drug trafficking and the challenges that public authorities face in implementing public policies for prevention and harm reduction (HR). It emphasizes the importance of rehabilitation and social reintegration of drug users and dependents, highlighting individual, community, and governmental measures. It has been observed that despite various investments, a significant portion of drug users and dependents has not been effectively addressed. The use of narcotics in Brazil has been increasing considerably in society, making prevention and control by public authorities challenging, given that easy access to them can lead to dependency. The methodology applied in the development of this monograph involves an analytical and descriptive approach, exploring different aspects related to drug consumption and trafficking in Brazil. This monograph is based on bibliographic research with consultation of books and articles, and data analysis with the aim of providing a comprehensive view of drug legislation in Brazil, with an emphasis on the social implications of consumption and trafficking. The analysis will extend to the complexity of drug dependence, examining the measures taken to promote public health, harm reduction, and the social reintegration of those involved.
